Background
The City Administrator position for Sheridan was established in 2015. The City Administrator is appointed by the Mayor and City Council and serves at the pleasure of that Governing Body in accordance with its Charter Ordinance. This responsibility includes implementation of the general policies set by the City Council in addition to oversight of all City day-to-day operations. The City Administrator, with the assistance of City staff, provides the Mayor and City Council with the information needed to fulfill its policy-making role.
Principal Duties
The principal duties outlined in Charter Ordinance 2202 include:
- Purchasing agent for the City
- Administering all laws, ordinances, rules, regulations, and policies and procedures of the City.
- Supervising the administrative functions of all departments of the City.
- Managing utilities for the City.
Biography

Nestled under the Bighorn Mountains and with miles of scenic biking and walking pathways, Sheridan combines natural beauty with easy market access through its proximity to I-90, the BNSF Railroad, and the Sheridan Airport (SHR). UPS and FedEx have distribution centers in Sheridan, and the airport hosts daily passenger travel to Denver through its alliance partner, United Airlines.
Additionally, the numerous fishing, hunting, and camping opportunities located within a short distance, along with other local western attractions and one of the region's richest collections of public sculptures, make it obvious why Sheridan is such a great place to live, work, and play.
Since June 2020, it has been an honor to serve as Sheridan's second permanent City Administrator. After retiring from the U.S. Army in 2017, with 30 years of service across Europe, Asia, and the United States, transitioning to serving this wonderful community was a natural fit. With an undergraduate degree in Mathematics from Montana State University-Billings and a Master’s Degree in Strategic Studies from the United States Army War College, the experience in Intelligence, Logistics, Aviation, and installation (city) management has been invaluable. This includes three years as Garrison Commander (equivalent to City Administrator) for Fort Rucker, Alabama, and another two years as the Deputy Regional Director, supervising 13 Army garrisons (cities) across the Pacific.
Growing up just two hours north in Billings, Montana, and now calling Sheridan home, there is a deep appreciation for the unique charm and opportunities this community offers. Alongside my wife, Helaine, our family includes three wonderful adult children, a son-in-law, a daughter-in-law, and two beautiful granddaughters.
